About this process
It is a participatory process aimed at the citizens of Sant Feliu de Llobregat with the aim of developing the new terraces ordinance in a consensual manner, which will regulate the use of public (or private) space destined to host facilities attached to a hospitality establishment. (restaurant, bar, cafeteria, farm or similar).
It will be necessary to have special sensitivity towards the restaurant sector and the residents of the area.
The opinion of the neighborhood and the restaurant sector will be consulted through the collection of surveys and the study of complaints or other experiences in recent years in relation to terraces and restoration activities on public roads.
Subsequently, an analysis of the current situation will be carried out through working groups, which will be organized with the catering sector, with civic entities and with municipal spokespersons.
Background
The Ordinance that regulates the installation of terraces attached to a hospitality establishment was approved on March 25, 2005, with a specific modification of its article 7 on April 28, 2009, and another modification of its articles 5 and 8 as of January 25, 2011.
However, the health crisis derived from Covid-19 has produced an obvious change in the restaurant scene, one of the sectors that has been most affected.
The containment and prevention measures of Covid-19 have generated new priorities that show the need to rethink the Ordinance of terraces and adapt it to this new reality.
Goals
Thus, the objectives of the process are:
Regulate the use of public spaces for the incorporation of terraces through the gaze of the neighborhood and the needs of the catering sector, especially taking into account the Covid-19 context, which has radically changed our priorities, needs and habits.
Involve the different groups that are daily involved and subject to these norms; and fostering relationships between the neighborhood and the restaurant industry.
Promote local commerce and promote good practices in the use of public spaces from a social and diverse perspective.
Participatory actions
First, information will be collected on recurring complaints or other experiences in recent years in relation to terraces and restoration activities on public roads.
A survey will also be carried out through surveys of citizens and restaurants to find out the general opinion on the main issues of citizen interest that are regulated in the Ordinance of Terraces:
- Location
- Furniture / material characteristics
- Schedule
- Neighborhood
- Knowledge and dissemination of current regulations (this area will only be consulted to the restaurant sector)
- Relationship with the administration
- Exceptional situation
Subsequently, different working groups will be convened to analyze the "post pandemic" situation and propose an Ordinance adapted to this new scenario.
