Local Housing Plan

The participatory dimension

The participatory process of the Local Housing Plan runs parallel to the development and drafting of the Plan itself.

• On one hand, it aims to gather the perception that citizens and organizations have regarding the local housing situation, thus complementing the technical diagnosis presented in the initial document. This will be done through a perception survey available on this section of the Decidim platform. This is not a citizen consultation, nor a vote. It is a complementary element to the drafting of the Local Housing Plan.

• On the other hand, it seeks to serve as a tool for contrasting and validating the priorities identified by citizens and organizations regarding the proposed actions in the Plan. This will be carried out through an in-person participatory session.

The Local Housing Plan

The Local Housing Plan 2025-2031 is being proposed in a context of a serious housing crisis, with very high prices and difficulties in accessing them, especially for young people and people with few resources. Added to this are problems such as evictions, substandard housing and the ageing of the built stock, which exacerbate inequality and put the well-being of citizens at risk.

In Sant Feliu de Llobregat, it is necessary to balance the need to grow with the preservation of the territory, aligning housing policies with the city's Urban Agenda and the Sustainable Development Goals (SDGs).

The PLH has as its main objective the guarantee of the right to decent housing for Sant Feliu households. To achieve this, it works in four main lines: providing support to people who have difficulty paying for or keeping their housing; expanding the number of affordable homes in the municipality; rehabilitate and improve existing buildings and strengthen the management and organization of housing policies to make them more efficient, transparent and useful for citizens.
