Dissemination and transmission of information and period where citizens can submit their proposals for improvement of public road.

The proposals that in the Clic and Pala 2018 process obtained more than 100 supports and that were not executed, will enter directly as possible proposals to be chosen.

Characteristics of the proposals:

• The proposals will be presented within an investment heading related to the improvement of public road with a total amount of 400,000 euros for the year 2019.

• Each proposal presented are minor works on public road without exceeding 100,000 euros.

• The proposals must be concrete, decisive, economically evaluable and in a single budget year.

Who can submit proposals:

• All persons registered in Sant Feliu de Llobregat who are over 16 years old as of January 14, 2019.

• It is necessary to be registered in the platform Decidim.

When proposals can be presented:

• Between January 14 to February 8, 2019

How the proposals are presented:

• Through this platform DECIDIM.

• In person, they can be presented at the Citizen Attention Office, where, with the support of a municipal technician, the accompaniment will be done, to register the person to the platform and make the proposal.

Number of proposals to submit:

• A maximum of 3 for each person.

Validation of the proposals:

• The municipal technical team will validate the proposals between February 8 and March 8

• In this phase the technical team will submit each of the proposals to their legal and technical validation.

Denial criteria:

• They substantially exceed the proposed economic limit (+ 100,000.- €)

• They are not within the territorial demarcation of the Municipality of Sant Feliu de Llobregat

• Small "summer works" for the improvement of public roads do not belong to the scope of action proposed.

• The proposal is already planned in other investments. Will be executed

• They do not have technical feasibility

• The purpose of the action is not municipal responsibility

• They are necessary and it does not make sense to subject them to assignment, such as broken furniture or that due to the seriousness of the subject can not be left.

Selection of proposals:

• The proposals that are similar among them in location and description will group in the same proposal.

• Where possible two proposals will be integrated into one by proximity in their location, because technically they are compatible and together do not exceed the proposed amount.

Those proposals that have not been validated by the technical team in the validation phase will be notified to the participants who have proposed them, informing them of the criteria for which they have been invalidated. Validated proposals that pass to the allocation phase will not be notified or communicated.

Who can assign projects:

Persons over 16 years of age who are registered in the municipal register of Sant Feliu de Llobregat on March 11, 2019 may participate in this phase.

Where and how it can be done:

Through this DECIDIM platform, citizens can consult the projects that can be assigned.

In person, in the Office of Citizen Attention, different dossiers will be available with the list of validated proposals and those denied to the public. From the Office it will support and be accompanied in the process.

Number of proposals to be assigned:

Each person will have a piggy bank of 400,000 euros, which is the total budget of this participatory process. You can assign the projects you want to extinguish the 400,000 euros.

The results will be published on March 29, 2019.
