   Launch process

   This first phase is developed internally, so that citizens play an active role in the third phase, the formulation of proposals.

   At this start of the project, the process of drawing up the Action Plan is designed and a mapping of the groups involved, their role in each phase, and the action schedule is devised.

   03/01/2022 - 31/01/2022

   Diagnosis

   The objective of this phase is to have a diagnosis document that shows the urban reality of Sant Feliu, identifying the main weaknesses, threats, strengths and opportunities existing in the city.

   This document also includes prior strategic instruments to be taken into account for the design of the Action Plan, such as: Burial and the urban transformation that is linked, the City Pact to deal with the consequences of Covid -19, the Mandate Action Plan 2019-2023 and other sectoral plans.

   During this phase, the municipal technical teams have been working intensely through internal participation dynamics.

   01/02/2022 - 21/04/2022

   Strategy formulation

   The objective of this phase is to formulate proposals and projects that are related to the strategic objectives and the challenges identified in the diagnosis phase. The result will be a strategy document, in which the proposals that have been formulated at a technical, citizen and political level are added.

   In this phase, the participation of citizens will be key, which is why this participatory process is opened.

   In relation to what are the proposals made?

   Proposals must be related to:

   • The corresponding field of work.: Urbanism, Sustainability, Community, Innovation
   • The strategic objectives established by each area of ​​work.
   • The challenges identified in the diagnosis phase and related to the strategic objectives.

   What criteria exist to assess the contributions?

   • They are not part of the object of participation by which this process takes place.
   • They involve non-compliance with municipal and/or regional or state regulations.
   • They are not within municipal jurisdiction.
   • The contribution is contemplated in other planned actions.

   Preparation of the Action Plan

   After the diagnosis and formulation of strategic proposals to define the Sant Feliu de Llobregat Urban Agenda Action Plan, this phase proceeds to the assessment and validation of the proposals previously prepared by the different working groups and the public.

   This validation will take place at the three levels (citizens, technical team and political group), and then gives way to the drafting of the first proposal of the Action Plan, in which it implies integrating all the validated proposals, and synthesizing them at the beginning of draft.

   The expected result is to obtain a first draft document of the Action Plan, with the specification of the collected and validated proposals, as well as the files of each project that is included in said Plan.

   Approval and return to citizenship

   Processing of the document for final approval at the municipal plenary session in July 2022.

   Return of the drafting of the Action Plan.
