The Urban Agenda (UA) is a strategic urban planning tool to enhance the opportunities and face the challenges posed by growing urbanization.
It is an instrument to achieve the three transformation commitments for sustainable urban development, established in the Quito Declaration (UN Habitat III Conference):
Social inclusion and poverty eradication.
Sustainable, inclusive urban prosperity and opportunities for all.
Resilient and environmentally sustainable urban development.
Currently, the elaboration of the Local Action Plan of the Urban Agenda of Sant Feliu is being promoted, in order to lay the foundations that should guide the development of the city and the motor projects of transformation time horizon of the next 10 years.
The Action Plan of the municipality of Sant Feliu de Llobregat is considered a pilot project of the Spanish Urban Agenda, which means that the Ministry recognizes the Local Action Plan as good practice and transferable experience that can guide other municipalities in the preparation of their respective action plans.
What are the objectives of the Urban Agenda?
The Spanish Urban Agenda proposes 10 objectives/strategic axes. All of them are also accompanied by lines of action that provide possible alternatives to influence each of the proposed objectives. This Action Plan identifies a series of actions in the areas of: the regulatory framework, planning, financing, governance, citizen participation, exchange and dissemination of the urban, and in relation to urban phenomena; leaving it to the political and technical representatives, as well as the social actors, to decide on the practical aspects to achieve its implementation.
OE 1. Organize the territory and make rational use of the land, conserve and protect it.
OE 2. Avoid urban sprawl and reuse the existing city.
OE 3. Prevent and reduce the impacts of climate change and improve resilience.
OE 4. Carry out sustainable management of resources and favor the circular economy.
OE 5. Promote proximity and sustainable mobility.
OE 6. Promote social cohesion and seek equity.
OE 7. Promote and favor the urban economy.
OE 8. Guarantee access to housing.
OE 9. Lead and foster digital innovation.
OE 10. Improve intervention and governance instruments.
What are the phases of the elaboration process of the Sant Feliu de Llobregat Urban Agenda Action Plan?
Phase 1: diagnosis.
This phase began in December 2021 and ended in January 2022. The objective was to have a diagnosis document that would show the urban reality of Sant Feliu, identifying the main weaknesses, threats, strengths and opportunities, taking into account the different strategic objectives mentioned. This document also includes prior strategic instruments to be taken into account for the design of the Action Plan, such as: Burial and the urban transformation that is linked, the City Pact to deal with the consequences of Covid -19, the Mandate Action Plan 2019-2023 and other sectoral plans.
Phase 2: strategic formulation.
This phase began in February 2022 and is still running until April 2022. The objective is to formulate proposals and projects that are related to the strategic objectives and the challenges identified in the diagnosis phase. The result will be a strategy document. In this phase, the participation of citizens will be key, which is why this participatory process is opened.
Phase 3: action plan.
This phase will begin in April 2022 and will run until June of the same year. The objective is to specify the proposals collected in phase 2 and prepare a project file for each of them. The result will be a draft document.
Phase 4: monitoring and follow-up.
Once the Action Plan is approved in the Plenary of July 2022, the follow-up and monitoring of its implementation will begin. In this phase, accounts will also be given, periodically, of the degree of achievement and the status of the objectives established in the Action Plan.
Transversal phase: citizen participation and communication of the process.
The participation of both the technical teams of the City Council and the Consistory, as well as organized and unorganized citizens, are a key element in the process of drawing up the Sant Feliu Urban Agenda Action Plan. Communication is also a key and necessary element in the process, since it is about guaranteeing the maximum degree of transparency and accountability.
